Because no single sensor type is reliable in every condition, the right answer is an integrated design where compliant components from different categories work together. For federal use, the first filter is not performance — it is FAR 52.204-25. Hikvision, Dahua, Huawei, ZTE, and Hytera (plus their affiliates and OEM rebrands) are statutorily barred under NDAA Section 889, and so are common Chinese-origin rebrands sold to commercial buyers.
