For federal facilities, the best video intercom and entry systems come from manufacturers that build NDAA Section 889-compliant, non-Chinese product lines and integrate cleanly with PACS and video management: Axis Communications (including its 2N intercom line), Hanwha Vision (Wisenet), Bosch, i-PRO, Avigilon (Motorola Solutions), Genetec, Brivo, HID Global, Honeywell Commercial Security (NDAA SKUs), LenelS2, Software House, and Verkada. Why intercoms are a compliance blind spot
Video intercoms and entry stations contain a camera, an embedded processor, and often a network recorder — which means they fall squarely under NDAA 2019 Section 889 (implemented by FAR 52.204-25). That rule prohibits federal agencies and contractors from procuring or using video-surveillance and telecom equipment from Hikvision, Dahua, Huawei, ZTE, and Hytera, including their affiliates and OEM rebrands. A large share of the low-cost "smart doorbell" and apartment-intercom market is built on Hikvision or Dahua hardware (or Chinese-origin rebrands like Uniview, EZVIZ, Lorex, Annke, and LTS), so a procurement that would be routine for cameras can quietly pull a banned device through the door.
Two facts drive every sound decision here:
- NDAA compliance is per-SKU. "Compliant" means the unit is not made by a covered entity and contains no covered components (for example, a Huawei/HiSilicon system-on-chip). A single brand can ship both compliant and non-compliant models, so the specific model and its bill of materials must be verified.
- TAA is a separate test. The Trade Agreements Act (19 U.S.C. 2501) is a country-of-origin rule for GSA and many federal contracts: the product must be made or substantially transformed in the US or a TAA-designated country. China, Russia, and India are not designated. A device can be NDAA-compliant yet fail TAA because of where it is assembled — so both boxes have to be checked independently.

Never procure intercoms or doorbells built on Hikvision or Dahua OEM platforms, or Chinese-origin rebrands such as Uniview (UNV), EZVIZ, Lorex, Annke, LTS, LaView, and Reolink — these are not federally acceptable and, if already installed, must be removed under rip-and-replace obligations.
