Anyone quoting you a flat "per camera" number without asking about your building, your compliance obligations, and your recording needs is guessing. This guide breaks down what actually drives cost so you can evaluate a quote intelligently — every number below is an industry-typical range, and your actual cost varies by site.

The Real Cost Drivers (Not Just the Camera)
Most buyers assume installation cost is mostly the camera hardware. In practice, the camera is often the smallest line item. What actually drives total cost:
- Camera class. A basic fixed IP camera sits at one price point; a multisensor panoramic unit, a long-range PTZ, or a thermal/radiometric camera sits meaningfully higher — often several times more per unit — because of the optics, processing, and environmental hardening involved.
- Cabling and infrastructure. New construction with accessible ceilings is cheap to cable. Retrofitting an occupied building with finished walls, conduit runs through concrete, or long outdoor runs to a parking structure can cost more than the cameras themselves.
- Recording and management (NVR/VMS). Storage capacity, retention period, redundancy (RAID, failover), and whether you need enterprise VMS software with analytics all scale cost. A 90-day retention requirement costs meaningfully more in storage than 14 days.
- Network and power. PoE switch capacity, UPS backup, and whether existing network infrastructure can absorb the new camera load without upgrades.
- Labor and site conditions. Ceiling height, existing conduit, whether work happens during business hours or requires after-hours access, and how many buildings are in scope.
- Compliance documentation. For federal, DoD, and many SLED/critical-infrastructure buyers, NDAA Section 889 and TAA compliance require country-of-origin documentation, supply-chain attestations, and often a formal bill of materials tied to an approved products list. That paperwork is real work, and it's priced into a compliant installation — it's not optional overhead you can skip to save money.

- Small office / retail (4-8 cameras). Basic fixed cameras, single NVR, standard cabling. Lower end of the market, typically a single-day-to-few-day install.
- Mid-size commercial (10-30 cameras across a building). Mix of fixed and PTZ, access control integration common, moderate cabling complexity. Multi-day install, meaningfully higher total than the small-office tier.
- Multi-building / campus (30-100+ cameras). Enterprise VMS, centralized monitoring, redundant recording, integration with access control and intrusion systems. Weeks of install time, project-managed.
- Federal / critical infrastructure / SCIF-adjacent. Same camera counts as commercial tiers but layered with NDAA/TAA compliance documentation, approved-products-list sourcing, possibly classified-facility installation protocols, and WAWF/PIEE-compliant invoicing for DoD. This tier typically costs more per camera than commercial-equivalent gear — and that premium buys hardware sourced to avoid a Section 889 rip-and-replace later.

Why NDAA-Compliant Cameras Cost More Than Consumer Gear
This is the question we get most from buyers comparing a big-box camera system to a compliant commercial one. The price gap is real, and it's not padding:
- Supply-chain vetting. Section 889 compliance turns on a camera containing no covered components — down to the chipset or system-on-chip — from a covered entity (Hikvision, Dahua, Huawei, ZTE, Hytera, or their rebranded and OEM'd lines). Confirming that is per-SKU work, and reputable manufacturers and integrators re-verify it as catalogs change rather than treating it as a one-time check.
- Build quality for continuous duty. Commercial- and federal-grade cameras are generally built for years of continuous outdoor duty, not consumer warranty cycles.
- Long-term support. Compliant lines typically carry longer firmware and security-patch support — the kind of ongoing cybersecurity posture federal security reviews (such as an Authority to Operate, or ATO) tend to expect; consumer and gray-market gear often falls short.
Buying a cheaper, non-compliant camera to save money upfront is a common and expensive reason a system gets torn out later — and a rip-and-replace after the fact typically costs far more than sourcing compliant hardware the first time.
