Why Brivo shows up on so many access-control shortlists

Brivo runs access control as a cloud service rather than a building-bound server: doors, credentials, and event logs live in a hosted platform reached from a browser or app, with updates pushed centrally. That suits buyers with multiple sites, thin IT staff, or a preference for operating expense over capital outlay. Brivo's OnAir for Government offering is listed on the GSA Approved Product List under the PACS Infrastructure category, which matters for agencies working toward HSPD-12 and FICAM alignment.

That APL listing is a product-level certification for the platform. It does not mean every company that installs Brivo holds a GSA Schedule, and it does not substitute for confirming how the specific dealer you're buying from sells to your agency. Those are two separate questions, and you should get a straight answer on both before signing anything.

Buying direct through Uniqcli: GPC, Simplified Acquisition, and open-market FAR

A GSA Multiple Award Schedule application is in progress, but until it is awarded we do not claim MAS status, and any dealer who tells you otherwise on an unawarded contract deserves a follow-up question. Federal and SLED buyers already have several proven paths to buy Brivo through us without a Schedule:

• Government Purchase Card (GPC) for smaller buys and initial site assessments, handled like any other micro-purchase.
• Simplified Acquisition (FAR Part 13) for mid-size procurements below the simplified acquisition threshold, with a documented quote in place of a formal solicitation.
• Open-market FAR purchase orders for larger scopes, competed or sole-sourced per your contracting officer's guidance.
• WAWF/PIEE invoicing for DoD accounts.

Once our MAS application is awarded, eBuy becomes an additional post-award path — but the vehicles above already cover the great majority of Brivo buys we see.

What "NDAA-compliant Brivo" actually means, SKU by SKU

Brivo is not one of the five NDAA Section 889 covered entities (Hikvision, Dahua, Huawei, ZTE, Hytera), and it is not a rebrand of any of them. But Section 889 compliance is a per-part-number test: it turns on the bill of materials for the specific controller, reader, and credential you deploy, not the platform name on the dashboard. TAA is a related but distinct test — where a product was manufactured or substantially transformed — and it applies on GSA and many other federal contracts independent of Section 889 status. We verify both, per SKU, before a device ships:

• Controllers and panels. Brivo's own ACS-series panels and the Mercury-based control panels used in the Brivo Mercury Solutions migration path each get checked against the covered-component list, not assumed compliant because the brand isn't Chinese-owned.
• Readers and credentials. Readers paired with a Brivo deployment are commonly HID Global or similar third-party lines; each model is verified independently of the panel it's wired to.
• Documentation, not assertions. Where a part's country of origin isn't publicly confirmable, we say so and chase it down before it lands on your quote, rather than handing you a blanket "yes" we can't defend on an audit.

This is also where rip-and-replace exposure hides. If a site has Hikvision, Dahua, or similar non-compliant hardware feeding any access-control or video integration, connecting it to a compliant platform does not make it compliant. It has to come out.

Migrating a legacy panel to Brivo without gutting the building

Many Brivo inquiries aren't greenfield — they're a facility running an aging proprietary panel the manufacturer no longer supports, or a site that wants cloud management without re-pulling wire to every door. Brivo's Mercury Solutions approach is built for that: it can repurpose existing Mercury-based controllers, I/O modules, and readers already in the walls, provisioning them onto the cloud platform instead of ripping out functioning hardware — a phased door-by-door conversion rather than a hard cutover. The caveat applies to any reuse: being physically compatible with Brivo's provisioning tools does not mean a legacy panel or reader clears NDAA 889 or TAA. Reused hardware gets the same per-SKU review as new equipment, and anything that fails is swapped as part of the migration.
