A Contracting Officer's Checklist for Compliant Security Procurement

Before award

• Are all video/telecom items free of covered entities (Section 889)? Including rebrands?
• Is each end product TAA-compliant (US or designated country) where GSA terms apply?
• Are FAR 52.204-25 and the 52.204-26 representation addressed?
• Does the BOM have SKU-level compliance + country-of-origin documentation?

For access control

• Is the PACS FICAM-aligned and built from GSA APL components (FIPS 201 / HSPD-12)?
• Does it authenticate the PIV credential, not just read a card number?

For classified spaces

• Is the SCIF IDS certificated to UL 2050 with UL 2050 monitoring (ICD 705)?

Don't forget use (Part B)

• Has the contractor confirmed it doesn't use covered equipment elsewhere?
• Is there a remediation record for any covered gear found?
